The Generalitat Valenciana is a public institution that performs the functions of the Spanish State on environmental matters in the Valencian Community, as established by the Constitution, the Statute Autonomy, and Transfer Law since 1984. This institution has full regulatory and enforcement capacity in matters relating to mining, either the economic activity and the environmental impacts and restoration.

The Directorate-General for Environmental Management is the promoter and coordinator of the TECMINE project. In regard to mining activities, it is responsible for ensuring that the recovery of forest areas affected by mines, especially in public forests, are carried out in accordance with current environmental legislation.

The Directorate-General for Industry and Energy collaborates with the project by supporting the dissemination of results and active participation in communication activities. This department is responsible for the development and promotion of the energy and mining sectors, according to the principle of sustainability.

The CIEF (Centro para la Investigación y Experimentación Forestal) is a research center of the Generalitat Valenciana in charge of developing reserch and innovation projects on forest and flora conservation.

CIEF and VAERSA manage together a forest seed bank and a native vegetation nursery. In this project, plant production for vegetation cover restoration will be carried out at the CIEF facilities that can guarantee the availability of Forest Reproduction Material from its active seed collections.
